Work involves conducting all Leon County training which may include new employee orientation, workplace violence/harassment training, and youth training programs. The Job Description Questionnaire (JDQ) reflects a more detailed description of the position. Neither the job description nor the JDQ constitutes an employment agreement. Both are subject to change as the needs of the County and requirements of the job change. ESSENTIAL DUTIES Coordinates County training and development programs. Designs, develops, delivers, markets, evaluates, and revises a variety of training and development programs, course content and support materials to meet the needs of a diverse workforce by utilizing a variety of learning styles and approaches. Schedules and maintains the training calendar; inputs, organizes, updates, and maintains all employee training records, participant evaluations, sign-in sheets, and verification of training through NEOGOV Learn. Manages expenditures of the County's training budget. Schedules training sessions, coordinates facility set-up, audiovisual set-up and employee notification, facilitates and evaluates training sessions. Maintains an effective intranet site and the Leon Learns Training Portal to communicate training programs and local training opportunities to departments. Administers the Tuition Assistance and Education Incentive Pay programs. Reviews tuition reimbursement rates for competitiveness. Provides policy and procedure interpretation to managers/employees on the Tuition Assistance and Education Incentive Pay programs. Manages expenditures of the Tuition Assistance program budget. Reviews each Tuition Assistance and Education Incentive Pay request to ensure program accreditation and employee criteria. Process Tuition Assistance and Education Incentive Pay requests in a timely manner and forwards to appropriate place.Coordinates Employee Performance Appraisal process. Assists in gathering data for pay for performance and performance bonus program. Serves as department and organizational liaison for performance evaluation process. Conducts NEOGOV Perform electronic appraisal system training. Serves as Human Resources administrator for the NEOGOV Perform electronic appraisal system. Makes recommendations for improvements to the NEOGOV Perform electronic appraisal system and process.Manages Employee Awards Program. Designs, evaluates, and revises program to meet agency demands. Manages daily operation of the program. Advertises the program countywide. Serves as the chair of the Awards committee and provides training to members. Manages expenditures of the County's employee incentives budget.Manages the Leon Works Junior Apprenticeship program, including the advertisement and coordination with community stakeholders, and partners as well as onboarding and training.Assist the Employee Engagement and Performance Manager with other related tasks and County programs including special projects and assignments. Researches, identifies, selects, evaluates, and manages the relationship of outside vendors as needed. Manages and maintains training inventory. OTHER IMPORTANT OR MARGINAL DUTIES None. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of methods for gathering and analyzing data. Knowledge of instructional design. Knowledge of program evaluation. Knowledge of computers. Skilled in communication, both orally and written. Ability to manage projects. Skilled in organizational development. Must possess initiative, exceptional technology & writing skills, and strong attention to details. Must possess facilitation and presentation skills. Ability to multi-task and organize work. Skilled in customer service. Skilled in team dynamics and group leadership. Exceptional knowledge of computers with the ability to provide technical support. Knowledge of Microsoft Office 365 programs including but not limited to Word, Excel, PowerPoint, and Teams; Adobe Acrobat, Articulate 360, Canva, virtual meeting software such as Zoom or Avaya, and e-learning/learning management software. COMPLEXITY OF WORK Independent judgment is required in making decisions as needed that will impact both program and finances of training programs, negotiating appropriate approaches for managers and employees in accessing learning or completing performance appraisals. Employee will be responsible for establishing deadlines for program implementation and meeting those deadlines. Work requires analyzing work situations to determine the root of problems. Work will require working with managers and employees to identify appropriate alternatives for solving work problems. Ability to provide budgetary and program improvement recommendations to employee training, awards and recognition programs as well as the Leon Works Junior Apprenticeship program to help increase participation. RESPONSIBILITY Supervision Received The supervisor sets the overall objectives and resources available. Supervisor and employee, in consultation, develop deadlines, projects, and work to be done. The employee plans and carries out the assignment, resolves most of the conflicts, coordinates work with others and interprets policy on own initiative. The employee keeps the supervisor informed of progress, potentially controversial matters, or far-reaching implications. Employee must be highly autonomous. Supervision of Others None. INTERNAL AND EXTERNAL CUSTOMER CONTACT Considerable contact with department/division directors and employees internally. External contact with students, parents, teachers and administrators of the Leon Works Junior Apprenticeship Program. EQUIPMENT AND TOOLS USED Personal computer, word processing and spreadsheet software, specialized software, fax machine, calculator, and copier, are among the equipment and tools used. WORK ENVIRONMENT AND PHYSICAL DEMANDS Work is mainly indoors, usually at a desk seated in a chair. However, trips are sometimes made in the field. Demands include managing multiple projects. MINIMUM REQUIREMENTS Requires graduation from an accredited four year college or university with a Bachelor's Degree in Instructional Design, Teaching, Human Resource Development, Business Administration, Adult Education, or a related field and three years of related experience; or an equivalent combination of training and related experience.Experience in training, presenting/facilitation, administrative support, and program management is preferred. Necessary Special Requirements : Must possess a valid Florida driver's license and have a favorable driving record.All Leon County employees (regular full-time and part-time, OPS, and PRN) are required to work before, during and after a Declared Local State of Emergency (DLSOE).
